How Chicago works

Permits, licensing and landmarks shape the project.

Express Permit worktype

Since November 2023, "Exterior Window or Door Replacement" has been a guided Express Permit worktype for replacing a window in an existing wall opening in buildings up to seven stories.

Licensed contractor required

Chicago requires a licensed general contractor (Class A–E, by project cost) to pull the permit. An owner may act as contractor with Form 401 and ID showing residence at the address, subject to the conditions on the city's page.

Landmarks review

The Commission on Chicago Landmarks reviews permit applications for designated landmarks and for work within landmark districts. It prefers repairing existing sash and frames over replacement.

Cold-climate energy code

Chicago's Energy Transformation Code (2022, based on the 2021 IECC) places the city in climate zone 5A and requires NFRC-rated U-factor and SHGC values for windows.

What's eligible

Express Permit limits and landmark requirements

Always confirm with the Department of Buildings or Landmarks staff, since details change.

Express Permit: what's in and out

Eligible work is replacing a window in an existing wall opening. Some jobs go to standard review instead, and taller or complex buildings may need an Illinois-licensed architect or structural engineer.

  • Not eligible: creating a new opening
  • Not eligible: replacing fire-rated glass or windows required to be fire-rated
  • Not eligible: replacing a window or door within 10 feet of a fire escape
  • Fees vary, so use the Department of Buildings fee calculator rather than a quoted number

Landmark districts

Landmarks staff prefer retaining and repairing original sash and frames. If full replacement is unavoidable, new windows must match the originals in design, operation, material, glass size, muntins and profiles. Applications generally need side-by-side drawings of existing and proposed windows, and the review period runs 15 days from receipt of the application.

  • A permit isn't required for in-kind replacement at certain lower stories; check scope with staff
  • Confirm with Landmarks staff before ordering custom windows

Before you sign

Buying windows in Chicago

Combine these with our general checklist for vetting a window installer.

  • Ask which permit track applies

A standard single-opening replacement may fit the Express worktype; fire-rated windows or openings near a fire escape won't. The installer should know which applies before quoting.

  • Compare install methods

Chicago's older masonry and frame homes often raise the retrofit vs. full-frame question. Read our retrofit vs. full-frame guide.

  • Insist on NFRC-rated U-factor and SHGC

Chicago's code requires NFRC-rated values. Ask for them in writing, and see our vinyl vs. fiberglass comparison for how frame material affects performance.

  • Skip the tax-credit pitch

The federal 25C credit ended for windows placed in service after December 31, 2025, and we couldn't verify a current ComEd, Peoples Gas or Nicor window rebate. Check each utility's current offers.

Pricing varies widely by home, product and installer. For national price ranges see our 2026 window replacement cost breakdown.

FAQ

Chicago window replacement questions

Do I need a permit to replace windows in Chicago?

Yes, Chicago's Department of Buildings offers an Express Permit worktype for exterior window or door replacement in an existing wall opening in buildings up to seven stories. Jobs that create a new opening, involve fire-rated glass, or sit within 10 feet of a fire escape need standard review.

Who can pull the permit?

A licensed general contractor, with classes A through E depending on project cost. An owner may act as contractor with Form 401 and ID showing they live at the address, subject to the Department's conditions.

What energy code applies?

The Chicago Energy Transformation Code (2022, based on the 2021 IECC) applies, with Chicago in climate zone 5A. Window U-factors must be NFRC 100 rated and SHGC values NFRC 200 rated.

What if my building is in a landmark district?

The Commission on Chicago Landmarks reviews work in landmark districts. Staff prefer repairing existing sash and frames; if replacement is unavoidable, new windows must match the originals. Confirm requirements with staff before you order.

Is lead paint a concern?

For pre-1978 homes, EPA's lead renovation rule covers paid window replacement, so the firm must be EPA-certified and use lead-safe practices.

Is the federal tax credit still available?

No. The federal credit for windows and doors ended for property placed in service after December 31, 2025.
