Desert specifics

Why Phoenix window shopping is different.

Record heat

National Weather Service Phoenix recorded 37 days at or above 110°F in 2025, with record highs of 118°F on July 9 and August 7, and called it the city's second-warmest year on record. In 2024 the count was a record 70 days. Solar heat gain, not just insulation, is the performance number to watch.

Permit exemption for in-kind work

Phoenix's list of work exempt from permits includes minor repair or replacement in kind of non-structural components such as glass or glazing materials, sash, doors and hardware. The city doesn't define "in kind" for full-unit changes, so confirm if you're changing size or type.

Historic homes: lighter rules

Since July 1, 2011, window replacement in Phoenix historic properties no longer requires a city building permit or formal Historic Preservation Office review, as long as certain conditions are met. Properties on the State Historic Property Tax Reclassification must still have plans reviewed by SHPO.

Utility rebates exist

SRP has offered rebates for professionally installed ENERGY STAR replacement windows and for qualifying shade screens or window film. Terms and amounts can change without notice, so check before you buy.

Codes & rebates

Energy code, SRP terms and contractor licensing

Always confirm with the city and your utility before ordering.

SRP rebate terms

SRP's window replacement rebate terms, as published, apply to SRP residential electric customers replacing existing windows in conditioned living space, with NFRC-rated products installed and applications filed within six months of installation with a dated, paid invoice.

  • Replacement only, no new construction
  • French doors don't qualify; sliding glass doors qualify only if at least 80% glazed
  • Windows already rebated can't be rebated again
  • SRP's shade screen rebate requires screens that block at least 80% of solar heat gain, on east, south and west windows

Energy code & licensing

Phoenix has adopted amendments to the 2024 IECC and 2024 IRC. Ask your installer for NFRC-rated U-factor and SHGC values and for confirmation they meet current Phoenix requirements. Arizona's Registrar of Contractors licenses contractors, and its Residential Contractors' Recovery Fund can pay up to $30,000 per claimant per residence for qualifying claims.

  • Verify the contractor's Arizona ROC license before signing

How to buy windows in Phoenix

Use our guide to vetting window installers plus these desert-specific questions.

  • Prioritize SHGC and glass

ENERGY STAR's Southern-zone guidance directs buyers to look for a low solar heat gain coefficient. Ask for the NFRC SHGC on every window quote.

  • Check the rebate terms before ordering

SRP's published terms say amounts and effective dates can change without notice. Keep the paid invoice and NFRC documentation, and file within six months.

  • Compare materials for sun exposure

See our vinyl vs. fiberglass comparison for how frame materials differ under heat.

  • Check the license and recovery fund

Use the Registrar of Contractors lookup. We couldn't verify an APS window rebate, and the federal credit ended for 2026 installs. See our tax credit explainer.
