Window Replacement in Rancho Santa Fe, Ramona, Alpine & Fallbrook
These communities aren't cities, so permits come from the County, but fire districts and, in Rancho Santa Fe, a private association add their own rules. Here's what we could confirm for each, what we couldn't, and where to check, with sources.

Unincorporated communities
Four layers that can apply outside a city.
Rancho Santa Fe: Art Jury approval
The Rancho Santa Fe Protective Covenant says no alteration may be made in the exterior color design or openings of any building without written approval from the Art Jury. Windows are openings, so changing their size or location needs approval; whether a like-for-like swap does isn't stated, and the 2026 process may have changed.
Rancho Santa Fe Fire: two tempered panes
Rancho Santa Fe Fire Protection District Ordinance 2025-04 (effective January 1, 2026) says windows, glazed doors and skylights must be multilayered panels with at least two panes of tempered glass, glass block, or 20-minute fire-rated glazing. The ordinance applies to new buildings, and we couldn't confirm what the district requires on a window-replacement permit.
Fallbrook: North County Fire Protection District
Fallbrook is served by the North County Fire Protection District, not a separate Fallbrook district. The district's plan check form reads insulating glass with a minimum of one tempered pane, glass block, or a 20-minute rating, and the district adopted a 2025 WUI fire ordinance.
County permits, with conditions
The County's flood-recovery handout (PDS 614) lists window replacements with the same net open-able area among its typical permit requirements and attaches conditions: Title 24 limits, dual glazing with at least one tempered pane or 20-minute rating in a wildland-urban-interface area, and egress rules for escape openings.

Rules by community
Fire districts can adopt their own codes, so the district for your address matters.
Rancho Santa Fe and Fallbrook
In Rancho Santa Fe, two layers can apply: Art Jury approval for openings under the covenant, and the fire district's glazing standard, which is stricter than the County's one-tempered-pane rule. In Fallbrook, the fire district's form matches the County's one-tempered-pane standard. We don't claim the Rancho Santa Fe two-pane rule is enforced on replacements.
- Ask the Rancho Santa Fe Association whether your swap needs Art Jury approval
- Ask the fire district what glazing it requires on your permit
- Check your fire district before choosing glass
Ramona and Alpine
We found no Ramona or Alpine-specific window rule. Alpine's fire district is one of twelve covered by the County's 2026 Consolidated Fire Code, and we found no Alpine window or glazing amendment in it. We couldn't verify which district covers Ramona. County permit rules apply to both, and either may include mapped fire zones, so check your address.
- Check your address on the Cal FIRE fire hazard severity zone viewer
- Ask County PDS what applies to your project
- Ask your fire district whether it has glazing amendments
What this means for your windows
Practical steps for a window project outside a city
Start with our general checklist for vetting a window installer, then add these.
Identify your fire district and your association
Both can add requirements beyond the County's. Our San Diego County guide explains the County rules, and our vinyl windows guide covers what vinyl frames need in wildland-urban-interface areas.
In Rancho Santa Fe, get approvals before ordering
Custom orders are hard to return. Ask about Art Jury approval and the fire district's glazing standard first, and compare materials in our vinyl vs. fiberglass guide.
Decide the install method with the permit in mind
The County's conditions refer to same net open-able area, so read our retrofit vs. full-frame guide and ask your installer to document it.
Compare warranties for rural homes
Warranty coverage, labor and transferability differ by maker. See our brand comparison.
Pricing varies widely by home, product and installer. For national price ranges see our 2026 window replacement cost breakdown.
FAQ
Unincorporated San Diego County window replacement questions
Who issues window permits in Rancho Santa Fe, Ramona, Alpine and Fallbrook?
These are unincorporated communities, so the County of San Diego's Planning & Development Services issues permits. The County's flood-recovery handout lists window replacements with the same net open-able area among typical permit requirements, with conditions on Title 24, fire-zone glazing and egress.
Do I need Art Jury approval in Rancho Santa Fe?
The Protective Covenant says no alteration may be made in the exterior color design or openings of any building without the Art Jury's written approval. Changing a window's size or location is an opening change; whether a like-for-like replacement needs approval isn't stated, so ask the Association.
What glass does Rancho Santa Fe Fire require?
The district's Ordinance 2025-04 says windows, glazed doors and skylights must be multilayered panels with at least two panes of tempered glass, glass block, or 20-minute fire-rated glazing. It applies to new buildings, and we couldn't confirm what the district requires for window replacements, so ask it.
Which fire district serves Fallbrook?
The North County Fire Protection District. Its plan check form reads insulating glass with a minimum of one tempered pane, glass block, or a 20-minute rating, and it adopted a 2025 wildland-urban-interface fire ordinance.
Is my Ramona or Alpine home in a fire zone?
Cal Fire released updated fire hazard severity maps for San Diego County in March 2025. We couldn't verify zone status for any specific address in Ramona or Alpine, so check your address on the Cal FIRE viewer and ask your fire district what applies.
