Chino specifics
Four things to know before a Chino window project.
The FAQ assumes a permit unless an exception applies
The Building Division's FAQ (revised January 2020) says there are very few areas of new construction or repair that don't require permits, that the state codes require permits for all work and then list exceptions, and that the safest course is to call. Its exempt examples are painting, wallpaper, carpet, tile, leaky faucet repair and mechanical maintenance, and windows aren't mentioned. The Building Division is at 13220 Central Avenue, (909) 334-3251.
Climate Zone 10 on the city's code sheet
The city's ordinance and design criteria sheet lists Climate Zone 10, along with a seismic zone and a 110 mph basic wind speed, and the 2025 California building, residential, electrical, plumbing, mechanical, green, energy and fire codes. The city's forms page lists an Energy Efficiency for Existing Buildings form. We read the zone on the city's sheet rather than the CEC lookup, so confirm with the CEC tool.
The fire district adopted the zones
The Chino Valley Fire District's page says its Ordinance 2025-01 was adopted July 9, 2025 with an effective date of September 1, 2025, and that new construction or additions in designated zones must meet wildland-urban interface building standards. The city's undated code sheet says High Fire Hazard Area: No, which probably predates the 2025 maps, so check your address in the state viewer.
Chino Airport and the Preserve
Search extracts say Chino Airport is county-owned, southeast of the city center, with a land use plan that has safety zones and noise contours, and that the Preserve Specific Plan includes an airport overlay requiring avigation easements. We didn't read how it applies to individual homes, so ask the city if you're in south Chino.

Permits & utilities
What to confirm before ordering
The city states no like-for-like exemption, so we don't claim one.
Permit steps
Call the Building Division before ordering, since the FAQ recommends it and is dated 2020. The forms page also lists an Egress Window Standard handout.
- Ask your installer who pulls the permit
- Check bedroom escape sizes before choosing a window
- Ask whether the city expects the existing-building energy form
Fire zones and utilities
Check your address in the state viewer and ask the fire district what applies to a replacement on an existing home. The city's utilities page lists Edison for electricity, SoCalGas for gas and the city for water, sewer and storm drain; we found no window rebate from any of them.
- Check the State Fire Marshal's viewer for your address
- Don't assume a utility window rebate
