Upland specifics
Four things to know before an Upland window project.
Window and door replacements are on the permit list
The city's handout, revised November 2024, lists window and door replacements among common examples of projects requiring permits, next to re-roofing, siding and stucco and water heater change-outs. The Building and Safety Division is at 460 N. Euclid Avenue, (909) 931-4110.
Glass-only replacement is the exemption
The city's Work Exempt from Permit form lists removing and replacing broken panes of glass, and window awnings that project no more than 54 inches, as exemptions. It lists no exemption for replacing a whole window or door. A separate Window Flashing handout is on the city's forms page; we couldn't read it.
Nine historic districts and a Mills Act program
The city's historic preservation page, as summarized, says Upland has nine designated districts and that a Certificate of Appropriateness is required for exterior modifications to historic resources, with staff following the Secretary of the Interior's Standards, which favor repair over replacement. It lists a technical guidance document on historic window rehabilitation that we didn't open, and a Mills Act program with a September 30 application deadline.
Foothill fire zones: details unconfirmed
San Bernardino County Fire's page says its district adopted Ordinance 4489 on June 10, 2025 designating zones in its local responsibility areas. A news aggregator reports that county fire briefed the Upland council on June 9, 2025 and that parts of the foothill edge are newly designated High or Very High. We found no Upland adoption date or ordinance, so check your parcel in the state viewer.

Permits & historic review
What to confirm before ordering
The city's lists name window and door replacements as permit work, so we don't claim a like-for-like exemption.
Permit steps
Plan on a permit and apply through the city's online self-service portal. The handout says the city highly recommends a licensed contractor, and owner-builders can pull permits too.
- Ask your installer who pulls the permit
- Check bedroom escape sizes before choosing a window
- Ask for the Window Flashing handout if your install involves stucco
Historic homes and foothill addresses
If your home is in a historic district, ask Planning before changing window material or style, since the city requires a Certificate of Appropriateness for exterior changes to historic resources. In the foothills, check the state viewer and ask what applies to a replacement.
