Colton specifics
Four things to know before a Colton window project.
Every replacement and retrofit needs a permit
The city's "When Do I Need a Building Permit?" handout lists window installation, replacement or retrofit under work requiring a permit, and its exempt list covers only cosmetic work, minor roof patching and fixture swaps. A separate 2017 handout says all window and exterior door replacements and retrofits require a permit and a plot plan. A newer fenestration handout says a retrofit within the existing frame needs only a final inspection, while work that alters the frame or finish gets a framing, lath and waterproof barrier inspection first, with planning approval required before issuance. The Building Division is at 659 N. La Cadena Drive, (909) 370-5079.
A city electric utility with a window rebate page
Colton owns its electric utility, and its Weatherization Rebate Program page covers replacement windows that meet ENERGY STAR with a U-factor below 0.35 and SHGC below 0.30. The page lists a per-square-foot rebate of $4, but it's undated and shows no funding status, so ask Colton Electric Utility, (909) 370-5584, whether it's available before you buy. Customers need an application, proof of purchase and an itemized list, and the page says to allow up to six weeks.
Six historic districts, and windows are named
The city's Cultural Resources page says Colton has 54 local landmarks and six historic districts: Citrus Processing, The Terrace, La Cadena Drive, Ninth Street, San Salvador Old Commercial Center and Agua Mansa. Its Historic Certificate of Appropriateness application covers alterations to landmarks and to properties within a district, and the form lists doors and windows among changes. It requires a plot plan, elevations, photos and product samples or brochures.
Fire zones: older statement only
Colton Electric's 2022 wildfire plan says the flat north half of the city isn't in a High or Very High zone and the southern half, in the La Loma Hills and foothills, is Very High. That predates the 2025 state maps, so we don't treat it as current. We couldn't confirm a city adoption of the 2025 maps, so check your address in the state viewer.

Permits & historic review
What to confirm before ordering
The handouts reference older code cycles, so ask the division which values apply to your permit.
Permit steps
Bring a signed permit application, photo ID (or a notarized authorization letter), a site plan showing window locations and sizes, and a CF1R energy form at issuance. The handouts say forms are submitted in physical form, and we found no online or over-the-counter route. The 2017 handout's U-factor and SHGC values are outdated, so we don't quote them.
- Ask your installer who pulls the permit
- Keep the CEC label on every window for the inspector
- Check bedroom escape sizes and tempered glass locations
Historic districts
Use the city's online property viewer to check whether your home is in a district or a landmark. If it is, a Certificate of Appropriateness comes before the permit, and the application asks for product samples or brochures.
- Planning Division page has the district map and landmark handout
- Ask whether staff or the Historic Preservation Commission reviews your project
