Rialto specifics
Four things to know before a Rialto window project.
A permit for all window replacements
The city's "Residential Window Replacement" handout, revised February 2024, says Rialto requires a building permit for all window and exterior door replacements regardless of how they are classified, for both retrofit and new-construction flanged windows. Applications go through the city's online permitting center. The Building and Safety Division is at 150 South Palm Avenue; the city's pages list different phone numbers, so use the number on the current Building and Safety page.
A glazing rule for wildland-urban interface areas
The handout says that for properties in the wildland-urban interface area, new or replacement windows must be multipane glazing with at least one tempered pane. It exempts replacement windows in structures built before July 1, 2008 and additions under 50% of floor area, and it prohibits vinyl frames unless they have welded corners, metal reinforcement in the interlock, insulated or tempered glass, and AAMA certification and labeling. The handout doesn't define the interface area and cites San Bernardino County code, so ask the division whether your address is covered.
Energy values and egress in the handout
Without a performance energy analysis, the handout requires a maximum U-factor of 0.30 and SHGC of 0.23, with labels on the windows for final inspection. It also requires emergency escape openings in sleeping rooms: 5.7 square feet net clear (5 at grade), 24 inches high, 20 inches wide and a sill no higher than 44 inches. Its code references predate the 2025 codes.
Fire zones: adoption not confirmed
The city's fire hazard page says the fire department must adopt the state's 2025 maps by ordinance within 120 days of the March 24, 2025 release and explains that Very High zones mean 100 feet of defensible space plus wildland building code, and High zones mean home hardening. It gives no adoption date or zone list. A city staff item says the update was anticipated to expand High and Very High zones, particularly in northern areas and near the Lytle Creek Specific Plan; that was a forecast, so check the state map.

Permits & fire rules
What to confirm before ordering
Rialto is stricter than the like-for-like exemption some cities allow, so we don't claim one.
Permit steps
Apply through the online permitting center with the window schedule the handout asks for, and keep the energy labels on the windows. The city is also moving to the 2025 California codes: an agenda item for Ordinance 1702 would apply them to permit applications on or after January 1, 2026, though we couldn't confirm final adoption.
- Ask your installer who pulls the permit
- Check bedroom escape sizes before choosing a window
- Ask which code edition applies to your application
Wildfire-area glazing
Check your address in the state fire hazard viewer and ask the division whether the interface-area glazing and vinyl rules apply. The pre-2008 exemption in the handout is for replacement windows in older structures.
- Check the State Fire Marshal's viewer for your address
- Ask about vinyl frame requirements if you're in the interface area
