Hemet specifics

Four things to know before a Hemet window project.

The city says a permit is most likely needed

The city's FAQ says that if you are asking whether you need a permit, the answer is most likely yes. The Building Division is at 445 E Florida Ave, (951) 765-2475. We couldn't confirm that the city's "Activities That Require Permits" page lists windows.

A specific submittal

Information Bulletin 186 (September 2020) says a submittal needs a building permit application, a Window & Door Retro-Fit Schedule, the energy compliance form CF1R-ALT-05-E, a floor plan with existing and proposed dimensions and, if opening sizes change, a framing plan. Incomplete submittals are returned and not reviewed.

A flashing rule that rules out some installs

The bulletin says removing existing frames without breaking back stucco or siding does not allow proper flashing and is not permitted, while retrofit (insert) windows are allowed. A rough frame inspection is required for all installs except retrofits, and the final covers caulking on all sides and stucco or siding repairs.

The 2025 fire map

The city's page says the 2025 Cal FIRE maps are state-created and the city can't alter them, and that Very High zones require 100 feet of defensible space, new construction must meet WUI building codes and sellers must disclose the zone. A news summary reports the council voted on June 10, 2025 to replace the 2008 map with the 2025 map, which we couldn't confirm from city minutes.

Bulletin requirements

What Information Bulletin 186 asks for

The bulletin is from 2020 and cites the 2019 energy code, so confirm current requirements with the city.

Sizes, glass and labels

Sleeping rooms need an escape window with at least 5.7 sq ft net clear openable area, 24 inches clear height, 20 inches clear width and a sill no higher than 44 inches, and safety glazing must meet the residential code. The installer completes the energy acceptance form and gives it to the inspector, and manufacturer labels stay on until the inspector approves removal.

  • Bulletin explains NFRC U-factor and SHGC labels and that a lower SHGC helps in hot climates
  • Final inspection checklist also covers smoke and CO detectors
  • Ask for the current version of Bulletin 186

Fire zones and manufactured homes

We found no Hemet-specific Chapter 7A glazing rule for replacements, so ask the city. If you live in a manufactured home, ask your park and HCD or the city which agency permits window changes, since we couldn't confirm who handles that in Hemet.

  • Fire Department: (951) 765-2450
  • Check your address against the city's Very High zone page

What this means for your windows

Practical steps for a Hemet window project

Use these with our general guide to vetting a window installer.

  • Choose a retrofit (insert) or a proper stucco cutback

Removing frames without breaking back stucco isn't permitted because flashing can't be done properly. Our retrofit vs. full-frame guide explains the difference.

  • Have the installer prepare the full submittal

Incomplete submittals are returned unreviewed. See our vinyl windows guide for what a quote should include.

  • Check your fire zone and compare warranties

Look up your address and ask the city what applies. Compare warranty terms in our brand comparison.

Pricing varies widely by home, product and installer. For national price ranges see our 2026 window replacement cost breakdown.
