Window Replacement in Menifee, CA
Menifee doesn't publish a window-specific permit rule, so the safest starting point is a call to Building & Safety. This page covers what the city does say: it enforces the 2025 state codes, publishes a parcel-level 2025 fire map and doesn't list windows among its fast-track permits. It's one of our thinner pages, and we say so where we couldn't confirm something.

Menifee specifics
Three things to know before a Menifee window project.
The 2025 codes are in force
Menifee's Building & Safety page says the city has adopted the 2025 California Title 24, including the residential building, mechanical, plumbing, green building, fire and energy codes, and is currently enforcing them. No effective date is stated on the page.
A parcel-level 2025 fire map
The city's Fire Maps page says the State Fire Marshal released the 2025 recommended maps for Riverside County on March 24, 2025, with Moderate, High and Very High designations, and links a Menifee-specific map. It says Very High zones need 100 feet of defensible space and home hardening, High zones need home hardening, and WUI codes apply to new construction and, in High zones, renovations. We didn't find a specific glazing rule.
Windows aren't on the fast-track list
The city's permit page says Fast-Track permits are processed in about two business days with no plan review and lists HVAC, water heaters, reroofs and minor plumbing and electrical work. Windows aren't on that list, but the page doesn't say whether windows need a permit at all.

Questions to put to the city
We found no city page addressing window replacement permits, handouts or exemptions, so we don't claim any.
Permits
Call Building & Safety before ordering and ask whether your project needs a permit, which review track applies and what documents to submit. Submittals go through the Menifee Permit Portal.
- Building & Safety: (951) 672-6777, 29844 Haun Road
- Ask your installer to confirm in writing whether your job needs a permit
- Ask what Title 24 documentation the city expects
Fire zones
If your parcel is mapped, ask whether wildfire construction requirements apply to a window replacement. A news report says the council adopted the 2025 fire and wildland-urban interface codes in November 2025, but we couldn't confirm that on a city page.
- Check your parcel on the city's 2025 fire map
- Ask about home hardening if you're in a High or Very High zone
What this means for your windows
Practical steps for a Menifee window project
Combine these with our general checklist for vetting a window installer.
Get the permit answer in writing before you order
Because the city's pages don't address windows, ask the installer what the city told them. Our retrofit vs. full-frame guide explains how install method changes the scope.
Check your parcel's fire designation before choosing glass
Look up the city's parcel-level map and ask whether glazing requirements apply. See our vinyl windows guide for what a quote should include.
Ask for NFRC values and compare warranties
Request U-factor and SHGC for each window, and compare warranty terms in our brand comparison.
Pricing varies widely by home, product and installer. For national price ranges see our 2026 window replacement cost breakdown.
