How the county works
Four things that differ across Riverside County.
A County exemption for unincorporated areas
The County's Work Exempt From Permits handout (Form 284-094, revised December 2022) lists window retrofit replacements that are like for like and do not alter the existing framing size as exempt. It applies to unincorporated areas only; larger openings, new openings and frame changes fall outside it.
2025 fire ordinances
The State Fire Marshal issued recommended 2025 maps for Riverside County on March 24, 2025. A search extract of a Board item says the Board adopted the maps as Ordinance No. 999 on July 1, 2025, and the County's Ordinance 787.11 adopts the 2025 Fire Code and the California Wildland-Urban Interface Code with local amendments. The text we read doesn't mention window glazing.
A desert energy rule
The California Energy Commission's 2025 Title 24 update sets a maximum SHGC of 0.23 for alterations that replace or add fenestration in Climate Zone 15, which includes the Coachella Valley. Riverside County spans multiple climate zones, so look up your address.
Utility rebates vary
Riverside Public Utilities, which serves city of Riverside electric customers, lists a $1 per square foot rebate for ENERGY STAR windows and glass doors. We found no window rebate on Southern California Edison's pages, and Imperial Irrigation District's rebate page was blocked.

County rules
County exemption versus city rules
If you live in a city, use the city's rules, not the County's.
The County exemption and its limits
The exemption is for retrofit replacements that are like for like and don't alter the framing size. Cities set their own rules: the City of Riverside's handout, for example, exempts replacements that don't alter the frame, nailing flange or weather protection, and Palm Springs is reported to treat glazing-only replacement as permit-free. See our city guides.

- Larger openings, new openings and frame changes are outside the County exemption
- Ask your city whether it has its own exempt-work handout
Fire, energy and licensing
County Ordinance 787.11 defines the wildland-urban interface to include state-designated fire hazard severity zones, and we didn't verify any glazing specifics. The Title 24 mandatory U-factor of 0.40 has an exception for fenestration in fire hazard severity zones. California exempts minor work of $1,000 or less from licensing, but not when a permit is required or the person employs anyone.
- Check your address on the state or county fire hazard severity zone map
- Look up your CEC climate zone and ask for NFRC U-factor and SHGC values
- Verify your contractor's license on the CSLB website
What this means for your windows
Practical steps for any Riverside County window project
Start with our general checklist for vetting a window installer, then add these.
Identify your jurisdiction before you request quotes
County and city rules differ, and installers sometimes assume the wrong one. Our retrofit vs. full-frame guide explains why the install method decides whether an exemption fits.
In the desert, shop on SHGC
The 2025 code names a maximum SHGC for replaced windows in Zone 15. Ask every quote for the NFRC value, and use our vinyl windows guide to check the rest of the quote.
Check rebates, but don't assume
Riverside Public Utilities lists a window rebate that is subject to fund availability. Elsewhere we found none, and the federal 25C credit ended for 2026 installs; see our tax credit explainer and compare warranties in our brand comparison.
Pricing varies widely by home, product and installer. For national price ranges see our 2026 window replacement cost breakdown.
FAQ
Riverside County window replacement questions
Do I need a permit to replace windows in unincorporated Riverside County?
Not for window retrofit replacements that are like for like and don't alter the existing framing size, according to the County's Work Exempt From Permits handout (Form 284-094, revised December 2022). Larger openings, new openings and frame changes fall outside the exemption.
Do cities in Riverside County follow the County's rules?
No. The county has 28 incorporated cities, each of which sets its own rules. The City of Riverside, for example, publishes an exempt-work handout with different wording than the County's, so check your own city.
What energy rule applies in the Coachella Valley?
The 2025 California Energy Commission update sets a maximum SHGC of 0.23 for alterations that replace or add fenestration in Climate Zone 15. Riverside County spans multiple climate zones, so use the CEC lookup for your address.
Is there a window rebate in Riverside County?
Riverside Public Utilities lists $1 per square foot for ENERGY STAR windows and glass doors for city of Riverside electric customers, subject to fund availability. We found no window rebate on Southern California Edison's pages, and the federal 25C credit ended for installs after December 31, 2025.
Does my window contractor need a license?
California exempts minor work of $1,000 or less from licensing as of January 1, 2025, but a license is required if the job needs a permit or the person employs anyone. Verify the license on the CSLB website.
