Norco specifics
Four things to know before a Norco window project.
The FAQ's default is a permit, and windows aren't listed
The Building & Safety "Do I need a permit?" FAQ says you will most likely need a building permit and that permits are required for most construction projects, including alterations and repairs. Its lists of permit-required and not-required work don't mention windows, and it has no window handout. The division is at 2870 Clark Avenue, (951) 270-5616, with the counter open Monday to Thursday 10 a.m. to 4 p.m. A permit is valid for 180 days with one 180-day extension, and only a licensed contractor or the owner can pull one.
The city adopted the March 24, 2025 fire zone map
Municipal Code Section 9.65.11 adopts the moderate, high and very high zones shown on the Cal Fire map dated March 24, 2025, replacing earlier maps. The city's page says it accepted the map without changes and proposed no additions or increases. It tells Very High owners to keep 100 feet of defensible space and follow home hardening and wildland building codes for new construction and renovations, and tells owners in High zones to follow home hardening and the codes. We couldn't read which classes occur where, so use the city's map search.
A historic overlay zone with a Certificate of Appropriateness
City code Chapter 18.58 requires a Certificate of Appropriateness for alterations to contributing and non-contributing elements in a Historic Preservation Overlay Zone, though it doesn't name windows. We couldn't find a map or list of designated zones, so we can't say whether any applies to your home; ask Planning. We found no Mills Act program.
City water, Edison power and Climate Zone 10
The city's utility page lists the city's Utilities Division for water and waste, Southern California Edison for electricity and SoCalGas for gas. The Requirements page lists Title 24 Climate Zone 10 and a design wind speed for the whole city, which we read on the city's page rather than the CEC's tables. We found no window rebate.

Permits & fire rules
What to confirm before ordering
The city's lists are silent on windows, so we don't say whether a replacement is exempt.
Permit steps
Call or email Building & Safety before ordering. The only online route the FAQ describes is for rooftop solar, so expect to apply through the division. The city's Requirements page says windows are among materials to recycle or reuse on construction projects, with an exception for residential remodels; ask whether your swap needs a waste management report.
- Ask your installer who pulls the permit
- A contractor and any subcontractors need a Norco business license
- Check bedroom escape sizes before choosing a window
Fire zones and historic areas
Search your address on the city's fire zone map and ask what applies to a replacement on an existing home; the city's text about home hardening and wildland codes is general and doesn't mention windows. If your home might be in a Historic Preservation Overlay Zone, ask Planning before you order.
- Use the city's fire hazard severity zone search
- Ask Planning whether your parcel is in an overlay zone
