Jurupa Valley specifics
Four things to know before a Jurupa Valley window project.
Window replacements are issued as permits
According to search extracts of the city's monthly Building Permits Issued reports, window replacements, including retrofit and like-for-like jobs, are listed as residential alteration permits. The Building Department is at City Hall and uses an online Accela portal. We found no window-specific handout or stated exemption.
2025 codes and the WUI Code
A November 2025 city staff report asked the council to adopt Ordinance No. 2025-24, amending Municipal Code Chapters 8.05 and 8.10 to adopt the 2025 California Building, Residential, Energy, Green Building, Wildland-Urban Interface and Fire Codes. The report says wildfire-area construction now follows the California WUI Code, which replaces the old Chapter 7A sections. We saw only the staff recommendation, not the final vote.
The 2025 fire hazard zones
The State Fire Marshal issued the recommended maps for Riverside County on March 24, 2025, and the city's ordinance designating the zones was introduced at the council meeting of May 15, 2025. The city's page says Very High zone properties need 100 feet of defensible space, home hardening and WUI building-code compliance, and High zone properties need home hardening and WUI codes.
Southern California Edison, not Riverside Public Utilities
The city's own utilities page lists Southern California Edison for electricity and Southern California Gas for gas. Jurupa Valley isn't served by Riverside Public Utilities, so any rebate claim has to come from Edison or the Gas Company, and we haven't verified one.

Questions to put to the city
We couldn't read the municipal code on permit triggers, so we don't state an exemption.
Permits
Treat a window replacement as permitted work until the Building Department says otherwise, since the city's own reports list them as alteration permits. The permit trigger would come from the California codes adopted in Chapter 8.05.
- Building Department: (951) 332-6464, 8930 Limonite Ave
- Inspection line: (951) 332-0790
- Ask your installer who submits through the city's online portal
Fire zones
Check your address on the city's fire hazard zone page and ask whether WUI glazing rules apply to a replacement in your area. We didn't find the final adoption date or ordinance number for the zone ordinance.
- Check your address on the city's fire hazard severity zone page
- Ask about home hardening if you're in a High or Very High zone
