Map of Orange County

How the county works

Four things that differ across Orange County.

Who issues your permit

Unincorporated areas permit through OC Public Works / OC Development Services, and each incorporated city issues its own. Our city guides show how different they are: Irvine exempts same-size swaps, Huntington Beach exempts replacements that keep the waterproofing and egress, and Newport Beach runs an online express permit.

OCFA and the 2025 fire maps

The Orange County Fire Authority serves 23 member cities plus all unincorporated areas. CAL FIRE sent updated Local Responsibility Area fire hazard severity maps to Orange County cities and the County on March 24, 2025, and the Board of Supervisors adopted the map for unincorporated areas by Ordinance No. 25-015 on August 26, 2025. The County says buildings in Very High zones must use the fire-resistive features in Chapter 7A.

Coastal rules vary by city

State coastal rules generally exempt improvements to existing single-family homes that don't enlarge them, but local programs vary. Several Orange County cities have certified Local Coastal Programs, so ask your city whether a window project needs any coastal step.

Licensing and lead safety

California exempts minor work of $1,000 or less from contractor licensing, but not when a permit is required or the person employs anyone. For homes built before 1978, EPA's lead renovation rule requires certified firms and lead-safe practices, and EPA administers the program in California.

County rules

What we could confirm for unincorporated Orange County

If you live in a city, use the city's rules instead and see our city guides below.

County permits

The County's permit FAQ lists a permit type for "Window change out without structural" with final inspection only, which suggests a permit record is opened rather than the work being exempt. That is our reading of the listing, and we found no County exemption handout or code section for window replacement, so confirm with the County at (714) 667-8888.

  • Unincorporated communities permit through OC Development Services
  • Ask whether your window change-out qualifies for the final-inspection-only permit type
  • Ask your installer to confirm in writing who pulls the permit

Fire zones and climate zones

Chapter 7A of the California Building Code is the ignition-resistant construction chapter, and the 2025 code cycle reportedly moved it into a new wildland-urban interface code. We didn't verify glazing specifics for replacements. Orange County is reported to span California Energy Commission climate zones 6 and 8, but use the CEC lookup for your address rather than assuming one.

  • Check your address on the state or local fire hazard severity zone map
  • Ask your city or the County whether glazing requirements apply to a window replacement
  • Look up your climate zone before comparing NFRC U-factor and SHGC values

What this means for your windows

Practical steps for any Orange County window project

Start with our general checklist for vetting a window installer, then add these.

  • Find out which city's rules apply first

Don't assume a neighbor's experience carries over. A swap that's exempt in one city can need an online permit in the next. Our retrofit vs. full-frame guide explains how the install method changes what's disturbed.

  • Check your fire zone before choosing glass

Zones changed in 2025. Ask your city or the County what applies to your project, and see our vinyl windows guide for what vinyl frames need in wildfire areas.

  • Don't count on a rebate

We found no verified window rebate from Southern California Edison, SoCalGas or Orange County Power, and the federal 25C credit ended for 2026 installs. See our tax credit explainer and compare warranty terms in our brand comparison.

Pricing varies widely by home, product and installer. For national price ranges see our 2026 window replacement cost breakdown.

FAQ

Orange County window replacement questions

Who issues window replacement permits in Orange County?

It depends on where you live. OC Public Works / OC Development Services issues permits for unincorporated areas, and each incorporated city issues its own. Check which jurisdiction your address is in before you request quotes.

Do rules differ between Orange County cities?

Yes. Irvine lists same-dimension replacements as permit-free, Huntington Beach exempts replacements that keep the waterproofing membrane and egress, and Newport Beach runs an online express permit that excludes bay windows. See our city guides and confirm with your own city.

What does OCFA cover?

The Orange County Fire Authority serves 23 member cities plus all unincorporated areas. We couldn't fetch its building or Chapter 7A pages, so ask OCFA or your city what applies to a window replacement.

Is my Orange County home in a fire hazard zone?

CAL FIRE sent updated maps to Orange County cities and the County on March 24, 2025, and the Board of Supervisors adopted the map for unincorporated areas on August 26, 2025. Check your address on your city's or the County's map.

Does my window contractor need a license?

California exempts minor work of $1,000 or less from licensing as of January 1, 2025, but a license is required if the job needs a permit or the person employs anyone. Verify the contractor's license on the CSLB website.
