Laguna Woods specifics
Four things to know before a Laguna Woods window project.
Village approval comes first, and it's separate
The Village's Manor Alterations quick reference lists Windows (Retrofit) and Sliding Glass Doors (Retrofit) among items that require Mutual Consent, and says a city permit may also be required. Owners hire and pay a licensed contractor, and a copy of the city permit goes to Manor Alterations before work starts. The city's permit page says HOA approval isn't a substitute for the city's building code obligations.
The two mutuals have different window standards
Third Laguna Hills Mutual's Standard 34 (revised August 2024) accepts aluminum, vinyl and composite, prohibits wood, allows white or black frames, requires matching styles along an elevation, limits trim to 4 inches and lists dual-pane low-e glazing with a 0.30 U-factor subject to current code. United Laguna Woods Mutual's Standard 31 (last revised December 2017, so it may be superseded) says frames must be white vinyl. Check which mutual you're in and get current standards.
The city has a window retrofit permit line
The City of Laguna Woods issues its own building permits at 24264 El Toro Road, (949) 639-0500, and its fee schedule has a Fenestration – Window Retrofit line. We found no page exempting like-for-like replacement and no expedited window route, and the fee schedule changes October 19, 2026, so we don't quote amounts. United's list of permitless like-for-equivalent alterations doesn't include windows, per a summary of its page.
Adopted 2025 fire zones, with no window rule found
The city's page says its fire hazard severity zones reflect the State Fire Marshal's March 24, 2025 recommendations and became effective July 18, 2025, with moderate, high and very high zones in the city. The pages give no window or glazing requirement and don't say which parcels are in which zone, so don't assume yours is mapped or unmapped.

What to confirm before ordering
Several of the rules below come from Village documents of different dates, so confirm what applies to your unit.
Approval steps
Contact Manor Alterations at the Village for Mutual Consent and ask the city counter whether your project needs a permit. The process the Village describes ends with the city final, the completed Mutual Consent and a Village final walk inspection.
- Manor Alterations: 949-597-4616
- Ask your installer to handle both applications and to hold a California contractor license
- Keep approvals separate: one doesn't replace the other
Utilities and fire zones
The city lists Southern California Edison for electricity, SoCalGas for gas and El Toro Water District for water; we found no window rebate from any of them. Residents can find their fire zone with the city's locator.
- Check your parcel with the city's fire hazard zone locator
- Don't assume a utility window rebate
