La Habra specifics
Four things to know before a La Habra window project.
The handout says a permit is required
The city's Window Construction Requirements handout says window replacements will require a permit and must comply with current code. It asks for a floor plan showing all windows, the size of existing and proposed windows and manufacturer product information, cites the 2025 California Building and Residential codes, and calls itself general guidelines subject to plan review. We found no exemption. The division is at 110 E. La Habra Blvd., 562-383-4116.
Code items in the handout
It lists bedroom escape window minimums of 5.7 square feet of net clear opening (5.0 at grade), 24 inches high, 20 inches wide and a sill no higher than 44 inches. It also lists light and ventilation at 8% and 4% of floor area, and fall protection under CRC R321.2 for windows within 24 inches of the floor with an opening more than 72 inches above outside grade.
A 2025 fire hazard zone ordinance
The city's fire hazard page says public review ran April 21 to July 11, 2025 and that the city would move forward with an ordinance. The council's August 4, 2025 agenda lists second reading and adoption of Ordinance CC 2025-06 designating fire hazard severity zones. We read an agenda, not minutes, so we couldn't confirm the outcome or which parts of the city are mapped. Sellers must disclose if the property is in a high or very high zone, per the city's page.
City-run water, no window rebate listed
A search extract of the city's water rebate page says La Habra runs its own water department and lists rebates through MWDOC and OC Water Smart for items like washers, toilets and rain barrels, with no windows. We found no window rebate from any utility.

Permits & fire rules
What to confirm before ordering
We found no over-the-counter route, exempt-work list or like-for-like exemption, so we don't claim any.
Permit steps
Prepare a floor plan of all windows, the old and new sizes and the manufacturer's specifications, and expect plan review.
- Ask your installer who pulls the permit
- Check bedroom escape sizes and fall protection before ordering
- Confirm the energy values the city expects
Fire zones
Ask whether your parcel is mapped, and whether the ordinance affects a window replacement. We found no city glazing requirement. State wildfire construction rules apply in mapped zones, but we didn't verify how they apply to an existing home.
- Check the State Fire Marshal's viewer for your address
- Ask the Building & Safety Division what applies to a replacement
