Loma Linda • Fire zone ordinance & online permits
Window Replacement in Loma Linda, CA
Loma Linda adopted the state's 2025 fire hazard zones by Ordinance 785 and takes permit applications only through its online portal. We couldn't find the city's rule on whether a window replacement needs a permit, and its municipal code blocked automated reads. Here's what we confirmed and what to ask, with sources.

Loma Linda specifics
Four things to know before a Loma Linda window project.
Ordinance 785 adopted the 2025 fire zones
The council adopted Ordinance 785 unanimously at first reading on May 13, 2025 and second reading on June 10, 2025. It adds Section 15.32.050 to the municipal code adopting the State Fire Marshal's March 2025 zones, with Moderate, High and Very High classes. A parcel in more than one zone is treated as the highest zone, and the zone can't be decreased. The ordinance sets no window or glazing rule; it adopts the designation, so state rules apply by zone.
Permit applications are online only
The Building and Safety page says permit applications must be submitted through the city's online permit portal, and the instructions say to allow staff two to three business days to process the application and apply fees. The page says the building inspector is at the counter and on the phone from 8 to 10 a.m. Monday through Thursday, with inspection windows from 11 a.m. to 1 p.m. The division is at 25541 Barton Road, (909) 799-2830.
City-run water and sewer
The city's utility page says the city provides water, sewer and refuse and recycling, with refuse contracted to CR&R, and lists Southern California Edison and SoCalGas as other utilities. We found no window rebate from any of them.
Historic preservation and a Mission overlay
Search extracts of the municipal code say there are chapters on historic preservation, including a Certificate of Appropriateness for altering a designated resource, and a Historic Mission Overlay District. We couldn't read the code text and found no window-specific rule or Mills Act program, so ask Planning if your home is old or near Mission Road.

Permits & fire rules
What to confirm before ordering
The city's FAQ never mentions windows, so we don't say whether a replacement needs a permit.
Permit steps
Ask Building and Safety whether your replacement needs a permit, and apply online if it does. The city's FAQ says building permits are required for most buildings and structures and that all buildings are subject to development standards and code requirements whether or not a permit is needed.
- Call (909) 799-2830 before ordering
- Ask your installer who pulls the permit
- Call before 11 a.m. if you need a same-day inspection
Fire zones
Check your parcel in the state viewer or the city's map and ask what applies to a replacement. Ordinance 785 adopts zones only, and we couldn't confirm any local window rule. The city says it doesn't send notices to homeowners about their zone.
- Check the State Fire Marshal's viewer for your address
- Sellers should expect disclosure rules in High and Very High zones
